U.K. Justice Sec. Clarke proposes prisoner reduction and decreased incarceration rate in response to budgetary shortfall.
The Government is proposing a radical reform of prison policy to save £2.2billion by sending fewer offenders to jail and cutting sentences, it emerged yesterday.
