Parole Officer Murder Suspect Arrested in West Virginia

Manhunt Ends with Apprehension of Registered Sex Offender

Emanuel Edward Sewell, a registered sex offender suspected in the death of Maryland parole officer Davis Martinez, has been arrested in West Virginia.

The Crime and the Search

A statement from Montgomery County police confirmed that 33-year-old Martinez’s body was found on Friday at Sewell’s Chevy Chase apartment. Martinez had been conducting a routine check on Sewell, who was released from prison in 2021.

After Martinez failed to return from the visit, police went to the apartment and discovered his body. The cause of death involved “multiple undisclosed injuries” and was ruled a homicide.

A warrant was issued for Sewell’s arrest on a second-degree murder charge. Authorities believed he may have been in possession of Martinez’s badge.

Apprehension in West Virginia

The U.S. Marshals Service Fugitive Task Force apprehended Sewell during a traffic stop on Interstate 64 near Hurricane, West Virginia, on Saturday.

Victim Honored, Investigation Continues

Martinez, a six-year veteran of the Maryland Department of Public Safety and Correctional Services, was remembered by Governor Wes Moore who ordered flags to be flown at half-staff until his burial.

Sewell’s criminal history includes a first-degree sex offense conviction from 1997 in Montgomery County, resulting in a 20-year prison sentence. He also received sentences for armed robbery and burglary.
