Federal Investigation Leads to Policy Changes at Owasso School District

The Owasso School District in Oklahoma has agreed to implement new policies aimed at preventing sexual harassment and discrimination after a federal investigation was launched following the death of a nonbinary student. The investigation, conducted by the U.S. Department of Education, follows the February death of 16-year-old Nex Benedict, a student at Owasso High School.

Incident Sparks Federal Investigation

Nex Benedict’s death, which occurred the day after a physical altercation with several girls in a school bathroom, was ruled a suicide by the state medical examiner. While no charges were filed in relation to the fight, the Human Rights Campaign, a civil rights organization advocating for LGBTQ+ equality, requested that the Department of Education investigate the district’s handling of the situation, particularly concerning possible harassment.

Investigation Findings and Failures

The investigation revealed significant shortcomings in the district’s response to incidents of sexual harassment. School officials were found to have failed to properly notify parents about potential harassment, inform them of how to file complaints, or provide necessary support services for students involved. The district’s actions were in violation of federal Title IX policies, which mandate that schools respond to sexual harassment appropriately.

Further findings included allegations that a teacher had been grooming female students on social media, and that students were subjected to sex-based slurs, harassment, and physical assault, yet the district failed to address these issues adequately.

District’s Commitment to Change

In response to the investigation, Owasso Superintendent Margaret Coates communicated with parents in a letter outlining the district’s commitment to creating a non-discriminatory, harassment-free environment. The district has agreed to implement a number of corrective measures, including contacting the parents of students who have been affected by sexual harassment, issuing a public statement on anti-harassment policies, and reviewing and updating its procedures to comply with federal regulations. Additionally, staff and students will undergo training to foster a safer, more supportive environment.
